Rep. McLaughlin: Restore Local Tax Dollars — Stop the Empty Promises

ILLINOIS – State Representative Martin McLaughlin (R–52nd District) is calling on Illinois Democrats to immediately restore the local share of tax receipts to the full 10 percent required by state policy.

At a recent Lake County Municipal League meeting, in a room full of trustees, mayors, and village officials, eight Democrats present have been giving lip service to restoring LGDF with no legislation for years. Rep. McLaughlin, the lone fiscal conservative Republican on the panel, challenged them directly.

“If Democrats support this and control the House, Senate, and Governor’s Office, the question is simple,” McLaughlin said. “Why hasn’t this been brought to the floor and signed into law?”

“Talk is cheap — but in Illinois, it’s expensive for property taxpayers.” He continued: “With Pritzker’s Budget Address just four weeks, this must be at the top of his priorities”

Rep. McLaughlin further noted Democratic lawmakers offered excuses and half-truths rather than answers—making it clear they have no intention of returning tax receipts to the mayors and municipalities who were present.

Municipalities depend on these funds to provide essential services, like local fire and police pensions, yet Springfield continues to withhold money already paid by local taxpayers. While Democrats acknowledge the amount returned has only doubled over the last 15 years, McLaughlin pointed out that tax collections should have increased by $1 billion more.

“Springfield keeps the money, makes the promises, and leaves local governments holding the bag,” McLaughlin said. “That’s not partnership — that’s control.”

McLaughlin reaffirmed his belief that tax dollars should stay as close to home as possible, where residents can hold their local government officials accountable and ensure their money is spent efficiently.

In the spirit of bi-partisan cooperation, Rep. McLaughlin offered that every one of the 40 Republican members will support this – meaning only 20 of 78 Democrat lawmakers would be required to pass this desperately needed tax reduction legislation.
